Range Rules
Our Training Facility has come a long way since the formation of The Craven County Law Enforcement Officers Association (CCLEOA). This piece of land with its humble beginning in 1968 is now a facility that we, as members, should be proud of. Agencies, or we the members, in a wide variety of shooting and training functions, use it constantly. Members should be proud of all the effort put into this organization as it facilitates the training of law enforcement professionals who protect the citizens. This is an organization where members can come and enjoy recreational shooting as well as personal training in homeland defense. We are dedicated to the continuation and improvement of this organization and require all members and guests to conduct themselves safely and responsibly at all times. There is no other organization in the state of North Carolina like CCLEOA. This is a professional organization and we will keep it that way.
The location and existence of this organization/range requires every member and guest to use safe weapons handling and to maintain strict compliance with all rules. The proximity of houses and private property near our facility, and inherent dangers of a firing range, requires our awareness and use of appropriate caution in the handling and usage of firearms at all times.
To provide for the safe operation and continuation of the training facility, and to ensure the safety of our members and the community, CCLEOA provides and adapts the following rules, as a guideline for members and their guests to use.
These rules shall be enforced at all times regardless of who is in use or control of the firing range. Compliance with rules is mandatory in order to ensure the safety of all members, guests, and the surrounding community and to avoid damage to the facility itself.
- It is the responsibility of each member, their guests and all agencies to use our Training Facility in a safe and responsible manner. We will not tolerate any safety or rules violations.
- Violations of rules may result in immediate removal from range, termination of membership and if warranted criminal prosecution where property damage or personal injury is involved.
- We are a self-policing organization. It is the responsibility of each member to ensure that they, fellow members and their guests adhere to all safety rules and other regulations. Violations must be reported to a Range Safety Officer (RSO) or Executive Committee Member.
- If you are on the range and you see someone who you don’t know, ask to see their membership card to verify they are a member.
- Start the conversation simply by showing your card and ask to see theirs as you do not know them and want to verify they are a member of the association and authorized to be there.
- If they are not a member, refuse to identify themselves or do not comply with your request to leave, do not risk confrontation. Please do the following:
- i. If a vehicle is in the lot, get the vehicle license plate number;
- ii. Write down a brief description of the individual;
- iii. Call one of the club officials and ask for guidance.
- iv. If you feel you are in danger leave and call the police for assistance.
- v. Do not try and force the individual to leave or place yourself in harm’s way.
- Serious rule violations may result in immediate termination of membership on first report.
- Serious violations include failure to follow safety rules resulting in property damage or personal injury and shall be reviewed by a panel of RSOs and the Executive Committee Members.
- Reports of more than one rule violation by a member/instructor or their guest(s)/student(s), not involving personal injury or property damage, may also result in termination of membership after review and at the discretion of the RSO and Executive Committee Member review panel.
- The determination of the review panel shall be final. There is no appeal process.
- A current list of RSOs and Executive Committee Members to call and report violations and settle rule disagreements is posted on the web site and the bulletin board.
- If a Member, instructor or Agency are in disagreement regarding rules or range use, the RSO is the CCLEOA representative and shall have the authority to cease use of the range until the issue is resolved safely.
- Physical or verbal abuse of anyone attempting to enforce the rules of the association will not be tolerated and may result in termination of use of range and membership.
- If an RSO is not present, the safety matter or rules violation shall be referred to an RSO or Executive Committee Member as soon as practical.
- Monday thru Saturday 0800 until 2200 hours. All authorized firearms may be discharged.
- Sunday 1300 until 1800 hours. (No discharging of Center Fire Rifles permitted on Sundays.)Special hours for official training by an agency or educational facility may be scheduled per paragraph IV. Agency Training.
- Wednesday is Associate Day (No Law Enforcement Training) Reservations for Law Enforcement Training must be approved by the President or Vice President.
